I beg to report that I have received
reliable information that
D. R. Dale,
+
A. Foster, and
C. 1. Wallace
left England about a week ago taking with them the
contents of five cases of Indian Opium.
It was their intention to join the
s.s. "Kaisar-I-Hind" at Marseilles and their ultimate
destination is stated to be either Shanghai or Hong Kong.
The vessel left Marseilles on the 17th
instant and I have ascertained from the Peninsular and
Oriental Steem Navigation Company that passengers for
either Shanghai or Hong Kong would leave the "Kaiser-I-
Hind" at Colombo, where ehe is due on the 2nd proximo.
I submit the information for your Honours
to communicate with the Foreign or Colonial Office for
them to take any action they may deem necessary.
Opium is a prohibited import et both
ports.
